About NC Pre-K
What Is NC Pre-K?
The North Carolina Pre-Kindergarten (NC Pre-K) program is funded by the State of North Carolina and administered locally by the Partnership for Children of Johnston County. It’s designed to provide a safe, engaging, and educational environment for four-year-olds to develop the skills they need to succeed in school.
Each NC Pre-K classroom follows a structured curriculum and is led by licensed teachers who create hands-on learning experiences that build confidence, communication, and curiosity.

Offered in public schools and private Childcare centers
Led by certified early childhood educators
Free for eligible families
Who Can Apply
Is My Child Eligible?
To qualify for NC Pre-K, your child must:
- Be four years old on or before August 31 of the program year
- Live in Johnston County
- Meet income eligibility requirements set by the state
Children from military families, those with special needs, or limited English proficiency may also qualify regardless of income.
How to Apply
Simple Steps to Enroll
Families can apply online or in person at the Partnership for Children office. Applications for the 2026–2027 school year will open on February 1, 2026.

Complete the Application
Fill out the NC Pre-K application and submit it with all required documents.

Submit Supporting Documentation
Provide proof of income, residency, birth certificate, and health forms.

Required Documentation
What You’ll Need to Apply
The following items are required to determine eligibility for NC Pre-K:
Proof of Residency
(Required)
- Utility bills
- Rental/lease agreements
- Mortgage/tax statements
- Proof of Residency Form (use if above can’t be provided)
Child’s Birth Certificate
(Required)
Legal Custody / Guardianship Papers
(If Applicable)
Proof of Income
(Required)
- Current pay stubs for one month
- Verification of all income received: child support (even if for another child), SSI, Disability, Veterans benefits, Tax Statements, etc.
- Employment Verification
Immunization Records
(Must Be Submitted by September 15)
Child’s up to date immunization (shot) record. The doctor’s office can print this for you.
Health Assessment Forms
(must be submitted by September 15)
- This must be completed by your child’s doctor for a well-child check within the past 12 months.
- Hearing, vision, and dental screenings are required
- Follow-up screenings are to be used if screenings were done at a specialists office or as a follow-up to a well-child visit
Children With
Special Needs
(If Applicable)
- Letter from the child’s therapist
- Copies of progress notes from a therapist
- Copy of an Individual Education Plan (IEP) document
