The Local Interagency Coordinating Council (LICC) brings together Johnston County’s service providers, educators, and family representatives to strengthen support for children with developmental delays and special needs.
Our mission is simple: to ensure families can easily access the services and programs their children need to grow, learn, and thrive.

We meet regularly to share ideas, coordinate services, and identify ways to improve early intervention systems across Johnston County.
This collaboration helps reduce barriers, fill gaps in care, and create a smoother, more supportive experience for families navigating multiple programs.
Who We Serve
Supporting Johnston County’s Youngest Learners
The LICC focuses on supporting children from birth to age five who may have developmental delays or disabilities.
We also work closely with families and caregivers — providing information, connection, and a platform for their voices to be heard.
